Important Changes to Billing Policy

April 2022

We wish to inform you of important changes to our Practice Billing Policy here at Reynella Medial Centre.

Our goal at Reynella Medical Centre is to always provide our patients with high quality, valued healthcare by highly skilled, dedicated and experienced professionals, in a well-equipped and comfortable facility.

As a practice, we strongly believe everyone deserves to have access to high-quality healthcare regardless of their financial situation. We have remained a mixed billing, predominately bulk-billing practice for many years and have held hope of reforms to Medicare but unfortunately the government have persistently failed
to adequately invest in General Practice and primary health care.

For many years now the Medicare rebates have failed to keep pace with the rising cost of providing quality primary health services. For 6 years the rebates were frozen and are now well below the CPI, while the cost of operating the practice (staff wages, nursing support, rent, maintenance, specialised equipment, computers and software programs, licences, insurances, cleaners, consumables, electricity and so on) have increased year after year.

The Medicare Benefits Schedule (the MBS) is a list of the medical services for which the Australian Government will pay a Medicare rebate, to provide patients with financial assistance towards the costs of their medical services.

The Medicare rebate, is your rebate, which only covers a small portion of the costs of providing high quality healthcare. Medicare rebates do not, and were never intended to, cover the full cost of medical services. Community General Practice is not subsidised by State or Federal Governments, unlike the hospital
system.

‘Bulk-Billing’ is when a doctor bills Medicare directly for the services provided to you, so you have no outof- pocket expenses. If you are bulk billed, your doctor has accepted the rebate that Medicare pays for the particular service which is significantly less than the true cost to deliver the service.

‘Private Billing’ means that you are paying the GP’s fee in full. You will then receive the relevant patient rebate from Medicare for the service you received, subsidising part of the fee you were charged.

Our aim at Reynella Medical Centre is to continue to provide patients with exceptional quality care, at an affordable price and in a timely manner to our patients from all demographics and as such have had to consider how we manage our appointments and fee for service policy.

 

These changes will come into effect from MONDAY 2ND MAY 2022

All consultations (Face-to-Face and Telehealth) will attract a private fee after 12 noon

  • All appointments after 12 noon Monday – Friday will be Privately Billed with the exemption of children 15 years and under and Department of Veterans (DVA) Patients.
  • All Saturday appointments will be Privately Billed with the exemption of children 15 years and under and Department of Veterans (DVA) Patients.
  • Healthcare card and Commonwealth Senior Card holders will be offered a discounted rate for morning appointments ($60), for all appointments after 12 noon you will be billed the standard consultation fee.
  • We will no longer accept the Medicare rebate as full payment (bulk billing) for concession card holders for appointments after 12 noon, morning appointments continue to be billed as present.

Summary Standard Consultation Fee

Standard Private Billed Consultations ($75.00), you will receive a rebate from Medicare ($39.10), to subsidise the cost of your healthcare.

Full payment is required after your consultation, payments can be made using eftpos or credit card
(Mastercard or Visa) and we will send your claim to Medicare who will rebate into your nominated
bank account within 24 hours.

Please note: Due to Medicare laws, we are not able to accept the gap payment only.

When will bulk-billing still apply?

Chronic Disease Management Plans and Health Assessments will continue to be Bulk-Billed. However, please note that any additional service provided may attract a private fee. e.g ECG.

Medicare does not allow another consult to be billed on the same occasion as a Care Plan.

We are committed to maintaining and improving the quality of healthcare we provide and have had to take this step in order to protect the sustainability of our practice.

We value our doctors and staff and believe they are worth more than the small value the Government places on their service. We want to attract and maintain the very best General Practitioners and maintain a high quality service, now and in the future.

We cannot thank you enough for your ongoing support of our practice – in the past and into the future – as we make this transition.

We encourage you to voice your concerns to your Federal Member of Parliament (listed below), as the Federal Government dictates the level of your Medicare rebates.
